Devin Howell has been a central part of Hilltop’s cutting-edge energy and infrastructure team since 2022. A Principal based in New York, he has helped clients develop and execute public affairs, community engagement, and communications programs from statewide efforts down to targeted block by block outreach.

Prior to joining Hilltop, Devin worked for the New York state legislature in both Albany and Syracuse. During the 2020 campaign cycle he was a field organizer on a state senate campaign in the first election win for a Democrat in District 50 in over five decades. In 2022, Devin served as the DCCC’s Organizing Director for Central New York where he created and executed a field program that made over 100,000 calls and knocked over 30,000 doors in under eight weeks.

Born and raised in rural Upstate New York, Devin earned a B.A. in Political Science with a minor in History from SUNY Albany. He lives in New York City and is a die-hard Buffalo Bills fan.
