Hilltop Partner Chris Griswold brings high-impact experience in climate advocacy, foundation management, electoral politics, and coalition-building to the Hilltop team. Chris leads Hilltop’s climate portfolio, managing and supporting coalition efforts to reduce carbon emissions through state law and agencies. In 2021, Chris was instrumental in Colorado passing nation-leading climate legislation at the state legislature.

Chris has worked at Hilltop since 2014 and his experience spans campaign management, and coalition-building from the local to national level. Statewide, Chris has recently consulted on two statewide ballot measures— the 2020 tobacco tax increase and 2020 National Popular Vote item. He also ran two successful 2018 statewide campaigns for treasurer and secretary of state, helping elect a first-time candidate as the first Democratic secretary of state since 1958. Locally, Chris has led education-funding measures in 2016 and 2020 and has guided successful school board campaigns.

Outside of elections, Chris has successfully organized and recruited state-wide coalitions of non-profits, chambers, and business leaders to pressure Congress to pass federal legislation, including a change to food labeling and chemical safety laws.
