Chelsey Wininger joined Hilltop Public Solutions with extensive experience working on ballot initiatives, issue campaigns, and candidate campaigns up and down the ballot in Nevada and beyond.

Prior to joining Hilltop, Chelsey was the Executive Director of the Nevada Assembly Democratic Caucus where she expanded the nation’s first female-majority state legislature in the 2020 campaign cycle and shepherded the caucus’s policy agenda through four legislative sessions. She previously served as the Chief of Staff to the Speaker of the Assembly and worked closely with him on several key bills, including expanding voting rights, raising the minimum wage, and ending surprise emergency room billing.

Before working with Assembly Democrats, Chelsey managed Nevada’s automatic voter registration ballot initiative in 2018, served as the Training Director and Northern Nevada Director on the 2016 Hillary Clinton campaign, and led state and national trainings for Organizing for Action, the non-profit dedicated to advocating for President Obama’s legislative agenda. She started working in politics in her home state of Indiana, first as an advocate in support the Affordable Care Act then leading President Obama’s reelection efforts in the Hoosier state.

Chelsey is a proud graduate of Indiana University and loves that home now means Nevada.
