Hilltop Principal Joe Splinter is Montana’s foremost authority on winning campaigns. Combining a mix of intensive leadership development and boots-on-the-ground strategic planning, Joe works with clients to craft, execute, and win electoral campaigns, ballot initiatives and public awareness efforts.
Joe specializes in campaign management training, equipping clients with the tools needed to win campaigns and manage public affairs challenges long after Election Day.
Joe has a long record of success. He has won electoral campaigns to remodel and build new schools, to add teachers and technology, to build a new LEED Gold Library and to increase public safety. Joe has also lead campaign efforts to pass the Affordable Care Act, protect Montana’s outdoor heritage, elect state legislators, and a notable campaign to overturn a ban on disc golf a beloved city park.
A Wisconsin native, Joe is proud to call Montana home. He stays grounded with a love of gardening in the spring, hiking the Beartooth Mountains in the Summer, deer hunting in the fall, and fly fishing year round.
